Chapter 22: The Thaw Council

The Thaw Council met in the great hall of Kurosumi at moonrise.

Nine seats stood in a half circle on the dais, with the Eldest in the middle.

Eight of them held dragons in silk.

The ninth held Kagiro, in a plain black robe, with his hands flat on his knees.

The back of the hall was packed with three hundred villagers in their best clothes.

Teruko stood in the front of them with her arms folded and her pan hung at her belt.

Hakuzan sat at the Eldest's left and did not look at anyone.

"Be brief," said the Eldest, tapping her staff. "I am old and I want my supper."

"Kagiro of Kurosumi stands before the Nine as a lord accused of being hollow."

"The accuser has asked that the cook be kept from the hall."

Riko stood by the kitchen door with her hands clenched in her apron.

Hakuzan rose.

"It is a matter of fairness, Eldest. A lord cannot be tested if his cook can whisper to him."

"Kagiro," said the old woman. "Whom do you name to serve you?"

"The cook," said Kagiro. He did not hesitate. "As is a host's right."

"It is," said the Eldest dryly. "The law says the dishes are set before the host. It says nothing against his own hand."
