Chapter 5: The Council Vote

The council chamber sits on the thirty-first floor of the tower, behind doors as tall as a house.

I walked in at five to noon with my mother's copy of the dowry deed in my hand and Joss one step behind me.

Nine council members sat along the long table. The Elder sat at the head.

Torin sat at the foot, and Winifred sat at his right hand.

Camille was in a chair against the wall, in a soft cream dress, and she gave me a small worried smile.

Half the pack had packed in behind me to watch.

Nobody told them to leave.

"Orla Lowell," the Elder said. "You were not summoned."

"The agenda says I'm the only item," I said. "It seemed rude to stay home."

Somebody in the crowd coughed to hide a laugh.

Winifred stood.

"The Luna has run from her duties," she said. "She left the Alpha's roof without leave, and she has stayed away from the pack's table. I move that the council find her to have abandoned the pack, and that the Lowell Valley return to the pack's keeping."

"The Lowell Valley was never the pack's," I said. "Read the deed."

I set it on the table in front of the Elder.

He put on his glasses, and read it, and took his time.

"It says the valley passes 'to Orla Lowell and her line, to hold for as long as she lives,'" he said slowly. "There's no condition."

"There is a condition under custom," Winifred said. "A wolfless woman cannot defend land. The pack holds it in trust."

"Where is that written?"

"It is understood."

"The deed is written," I said. "What's understood is that you want it."
