Chapter 17: Never Sworn
The cup caught the light from the smoke hole in the roof.
Blaise held it up a moment longer than he needed to.
Then he tucked it inside his jerkin, the way he'd tucked it inside his coat in the black water.
My arms were pinned.
The warden on my left still had his thumb in the cut.
I didn't look at Ossian.
If I looked at him, he'd move.
"Elder," I said. "You said wolf law is plain."
"It is."
"Then say it all. Not just the half Tarrow likes."
The elder's eyebrows went up.
Around the ring, a few of the seconds stopped whispering.
"A wolf's blood belongs to her pack," I said. "How does a wolf come into her pack?"
The elder looked at me for a long moment.
Then he answered, because it was his law, and he was proud of it.
"At her first change, she stands at the moon stone with the pups of her year."
"She swears to her Alpha, and her Alpha swears to her."
"Both of them."
"Both."
"And if she never changes?"
