Chapter 12: The Council
The Grand Council of the Empire met in a round chamber under a glass dome.
The public gallery ran along the top.
Odalys sat in the front row of it with Jorrin on her left and the Dowager on her right.
Her high-collared gown did not hide her neck.
The marks showed above the lace, dark as plums.
Women in the gallery had been staring at them since she sat down.
She let them.
Below, twelve peers sat on a horseshoe of carved benches, in red.
The Lord Chancellor sat at the center in a chair like a throne.
Caelan stood alone in the open space at the middle, in plain black, with his hands behind his back.
He did not once look up at her.
Someone slid into the seat beside Jorrin.
A warm voice murmured in Odalys's ear, "Miss Marenne. What a pleasant surprise."
Lord Halcourt had a seat in the gallery because he had lent money to half the benches below.
She did not turn her head.
"I'm told you have a talent for arithmetic," he said. "Here is a sum for you. A Grand Duke without an heir, a duchy without a Duchess, and a Council that lends against his lands. Subtract one inconvenient woman."
