Chapter 45: Eleven Homes

The letter had the state seal on it, and Joanne read it out loud twice before she let anyone else touch it.

"The Governor's office has suspended the State Lycan Registry pending a full inquiry," she said. "The Act is frozen. The collars are recalled. The eleven homes pass to the Department of Shifter Welfare and the Moot, jointly, effective Monday."

She took off her glasses.

"Ms. Linwood and Ms. Teller are reinstated with back pay. Ms. Teller is named supervisor of the joint inspection team."

"Joanne," I said.

"I've waited twenty-six years for somebody to put that in writing."

The oldest aunt set a plate of eggs in front of her.

"Eat, Supervisor," she said.

Abel came in from the yard with his apron mended at the pocket and a look of deep satisfaction.

"The heavy fellow took his collar off last night," he said. "We asked him again after supper."

"And?"

"He cried into the soup. Then he asked if he could stay on and help with the fences." Abel poured himself coffee, tasted it, and winced. "Ronan made this."

"It's a skill," said Ronan, from the stove.

On Monday morning I walked up the front ramp of Cedar Lodge with a clipboard.

I wore a lanyard I had thought I would never wear again.

The new director met me at the door.

He didn't kneel.

"Ms. Linwood," he said. "Please. Look wherever you like."

"I'd like to start with the residents," I said.

Ronan carried the coffee.

He had made it at the Hall at five that morning and burned it.

The residents drank it politely and told him it was wonderful.

The old woman in the wheelchair was at her card table by the window.
