Chapter 20: Tiernan's Wish

Tiernan's POV

The clerk's seal weighed less than I had expected.

It was a brass disc the size of a coin, hung on my lanyard, and for eight years it had meant one rule.

I log, I don't grant.

The supervisor stood across the annex desk from me with her coat still on.

"A clerk who says yes to a claimant has taken a side," she said. "A seal can't keep a side. You know the rule."

"I know it."

"They'll take your post. Maybe the pension."

"Then they'll take it."

"For a girl with twenty-eight days."

"For her," I said, "and for the twenty-eight."

She looked at me for a long time.

Then she said, quietly, "Your sister asked you on the ninetieth day. I read the file when it came back. You told her you log them, you don't grant them."

"I did."

"And now?"

I took the lanyard off over my head, and the seal swung in my hand.

"Now I'd like to be somewhere I can be seen."

Seren was on the town pier at dawn with her coat buttoned to her chin.

She had asked for it, in a wish: the whole harbor, one morning, for one thing.

Her father stood beside her, and Winifred, and Cora holding a cup of cold tea out to the water.

Forty or fifty fishermen and shop owners stood along the rail, and some had brought their kids.

The sun came up on the far side of the bay.

I walked down the pier toward her with the seal in my fist.

"Tiernan," Seren said. "What is this?"
