Chapter 5: The Complaint Box
The two assessors turned out to be a thin man and a young woman, and they had brought a form.
They read it out in the rain in front of the cave, taking turns.
"Water supply, nine out of ten," the thin man said.
"Organization, four," said the young woman.
"Morale, concerning."
"Leadership." The man checked the clipboard. "Unlicensed."
Dot, standing behind them, tapped her ladle against her palm.
"Therefore," the man said, "as of this morning, Landing will assume management of Notrespass. Mayor Hargrave sends his warmest regards."
He handed Katja a sheet of paper with a blue lanyard stapled to the corner.
Katja looked at the lanyard. Then she looked at the form, which had a box on it labeled Tier.
Her box said 3.
She held up a card.
NO.
"It isn't optional," the man said. "It's a merger."
She held up another one.
NO. (KIND.)
"I'm sorry, ma'am, I don't understand your system."
"Rule Three," said Dot.
Everyone looked at her.
"Complaints go in writing, in the box," Dot said. "You're complaining about the leadership. Hand me your paper."
The assessors looked at each other.
Dot took their clipboards and walked to the pine where the bear canister hung. She read the complaint aloud to the whole island, which had gathered in a ring on the wet grass.
"The management of this island is conducted by laminated cards."
Sixty-one people nodded. Somebody clapped.
"Management is unqualified."
"By whom?" a man called.
"It says nobody." Dot turned the page. "It says leadership lacks a title."
