Chapter 11: The Hearing
The hearing was held on the grass in front of the lighthouse, because Conal refused to let anyone into the cottage.
The registrar stood with a folding table and a ledger.
Gisela stood across from her in a camel coat, with two guards at her back and the old man with the silver-handled cane beside her.
Torben hung at the edge of the group with his hands in his pockets.
Conal and I stood side by side, close enough that his shoulder pressed mine.
He had not moved it once since we came out.
"This is irregular," the registrar began. "A claim of keeper's right was filed in the night. I entered it, and I've read it twice."
"The claim is void," Gisela said pleasantly.
"On what ground?"
"A keeper must be sworn. Conal Cardross has never taken the pack oath. He holds no seat, he has no standing, and he cannot shelter anyone."
"That's true," the registrar said slowly.
Conal didn't flinch.
"It also isn't what the old law says," I said.
Everyone turned.
"I read the oath at the Stone last night," I said. "It told me to open no seal that the keeper hadn't given me. So I have a question for the keeper of the registry."
"This is a hearing on status," Gisela said.
"It's a hearing on me. Who gains if I'm unclaimed?"
"The pack gains a protected member."
"The Lowell registry gains my name."
"Isla, dear, you're tired."
"I'm not tired." I looked at the old man. "Sir. When was the black seal last opened?"
