Chapter 12: The Steward
On Friday the Council hall was fuller than it had been all week.
Camille sat in the front row of the gallery with Toby, who had tried to wear his school tie as a bandana.
Everett took the chair on my right.
Damon sat across the floor, with the signature book open in front of him and the debt note in his breast pocket.
Ned Garrity sat beside him and looked straight ahead.
The Chair took her seat and called the first item.
"The rail yard transfer," she said. "Alpha Falk, you have the floor."
Damon stood and buttoned his jacket.
"Madam Chair, the Council holds the signed deed in its files. All that remains is the steward's countersignature, which is a formality." He gave me a patient look. "Miss Hartigan is my chief of staff. She will sign today, or she will settle her debt of honor, as discussed."
"Is she your chief of staff?" the Chair asked.
"For four years."
"Her work card was cancelled on Wednesday."
"A clerical matter."
"The clerk will read the stewardship line," the Chair said. "For the record."
The clerk was a thin man with a quiet voice, and he stood and opened the Council's copy.
He turned to the last page, with the yellow tab on it.
"Steward of record, to remain on the land through construction," he read. "Adeline Hartigan."
He looked up.
"The steward of record is a landholder under Council rule, answerable to the Council alone."
Nobody moved.
Damon laughed once, a short sound.
"That's an error. It's a placeholder. She's my employee."
"The deed is signed," the clerk said. "At the foot of that page, in your hand, Alpha Falk, dated June."
