Chapter 21: Exactly

Lu Wen held the microphone in a hand that would not stay still.

He pressed his other hand flat on the folder, and the paper steadied.

"Annex C," he said in Chinese. "Clause nine."

His voice came back at him from the speakers over the hall, strange and thin.

He kept going.

"If any payment is late by one day, Yan Harbor may take possession of any vessel of the Norvane Port Authority then in port."

A sound went through the ballroom.

He turned to the Minister and said it again in Norvane, plainly, in the same words, with no corner folded in.

The Minister's face did not change.

It grew older, slowly, in front of the cameras.

"That is the text on the Chinese page," Lu Wen said. "The text that was read to you in Norvane was this."

He lifted the second sheet.

"If a payment is late, Yan Harbor may ask the Port Authority to review the vessels in port."

He read it back in Chinese, so that every guest heard the gap.

Nobody coughed.

Nobody in three hundred seats moved a glass.

"Clause fourteen, Chinese," said Lu Wen. "In case of conflict between texts, the Chinese text governs. Clause fourteen, Norvane. The two texts have equal force."

He lowered the microphone an inch and raised it again.

"The Norvane pages say the Group may ask. The Chinese pages say the Group may take."
