Chapter 13: The Stone

I got her into my cabin, onto the one good chair, and a mug of tea into her hands.

She wouldn't drink it.

She set the cracked book on my table and opened it.

"Forty years ago I read this to my husband," Aino said. "He told me it was a story for children."

"What is it?"

"The Law of the Naming."

The page was handwritten in a brown, slanting script, and the ink had faded to brown.

I couldn't read the old words.

She read them to me aloud, slowly, her good eye moving along the lines.

"At the Moot Stone, any Alpha may be named for a crime against the packs by one who is bound to no pack. Let the Stone hear that voice and no other."

"Bound to no pack," I said.

"Bonded wolves can be commanded. You know that."

"I know it better than anyone."

"At the Stone, the Alphas of the three packs sit in judgment. If a bonded wolf accuses an Alpha, the accused simply tells him to recant, and he does, whether he wishes to or not. The voice goes through the bond and takes the wolf with it." She tapped the page. "So long ago, when they wrote the law, the pack's wolfless were the only ones who could speak. A wolf with no bond cannot be commanded. They called them Witnesses."
