Chapter 15: Council of Packs
"A toast," Dacia said, and lifted her glass an inch toward me. "To the Keeper."
The northern Alpha set down his knife.
"Since the Keeper is among us," he said, "I move that the circle sits again."
"At first light, on neutral ground, before any alliance is signed."
He did not look at Fergus, and he did not need to.
They called it for first light.
By the time the sun cleared the ridge, twelve benches stood in a half ring around the stone border post.
Frost was smoking off the white boundary stones.
Both packs crowded behind the benches.
I stood in the middle of the strip in my father's canvas coat.
Linus was on my left, and Fergus a pace behind my right shoulder.
Eamon stood alone at the Blackmoor end of the line, bareheaded, without a seal.
The northern Alpha rose with a sheet of paper he did not need to read from.
"The circle's oldest custom," he said. "No seat is held by a wolf who has never been proven."
"Ismay Garland is twenty-four. She has fought one night in her life, and that was to hide in a hole."
