Chapter 20: The Second Seal
Garrick opened the steel case alone in the flagship's war room, with the door locked and the lamps low.
He did not want Lucan to be in the room when he read it.
He had decided that in the corridor, and he made himself remember why. If it was bad, he wanted to know the worst of it before Lucan did.
The case held three things.
A letter of four pages. A folded deed with the house seal. And a small flat card in a cheap paper sleeve.
He took out the card first.
It was the original SS certificate, signed by the Bureau's physician, dated seventeen years and two months into Lucan's life.
There was a note clipped to it in his brother's hand.
The real one. Read the letter first, Garrick, then decide who sees this.
His hands went cold.
He unfolded the letter.
It began with his own name and a plain warning that he would want to hate the writer.
Perrin had been born with a flaw, the letter said. The surgeons had named it when the boy was nine.
His storms would grow with him, and no Drone below the highest rank could ever hold them.
By thirty Perrin would be dead or mad.
His father had searched the empire for a Drone who could. He found one boy in a poor duchy, seventeen years old, with a rank nobody had seen in two hundred years.
He had not asked the boy or his guardians.
He sealed the true page, filed a false one, and tied the boy to Perrin by an engagement before the boy knew what he was.
He wrote that he had told himself it would only be a few years, and that the boy would be well kept and never learn what he had lost.
