Chapter 26: Thirty Days
The state board chair took her microphone back out of Delaney's hand.
"That's outside this board's authority," she said, shaken. "We regulate rates. Not sales."
Delaney smiled at the room with mascara on her chin, and walked out on her lawyer's arm.
Four hundred people turned around and looked at me.
I stood at my table with my mind going.
A bottler could buy water rights from a private company.
A town's water was something else.
"Nolan," I said. "Who owns the reservoir if the town buys the company?"
"The town."
"And can a town sell its water without a vote of the town?"
He looked at me. Then the slow grin came.
"No."
I picked up the microphone.
"Her option is thirty days," I said to the gym. "If the town owns this company before it runs out, it's public water. Nobody sells it without asking you."
"So we close first. And her option is paper."
"How fast?" somebody yelled.
"We vote March 10," I said. "We close March 11. Her thirty days run out on the twenty-fourth."
The gym roared.
