Chapter 15: Into the Minutes
Nora's POV
Cal didn't answer him.
He looked at Graham for the length of one breath, and Graham straightened up and patted the truck door once.
"Think about it," he said, loud enough for the cameras, and went back to the porch.
On Tuesday night the town hall smelled of wet wool and burned coffee.
Port Haddon's planning board was meeting on the Harbor Row project, and Graham Rowntree sat at the developer's table in a navy suit with a folder squared in front of him.
He had brought the same smile he'd worn to the lawn.
I sat in the fourth row with the librarian on one side and three Garden Club women on the other.
At the very back, Cal sat alone with his hat on his knee.
I had not looked at him since we came in.
I knew exactly where he was.
The board chair, a tired man in a cardigan, called for public comment.
Nobody stood.
Then a chair scraped, and the club president rose from the front row.
She was eighty-one, and she wore a purple beret and a raincoat that had belonged to the same coat rack since the nineties.
She had been the county clerk for thirty-one years.
"Madam," the chair said, a little warily. "Is this about Harbor Row?"
"It's about this room's integrity," she said. "I'll be brief. I'd like to enter a document into the minutes."
"The minutes are for the project."
"The minutes are for whatever the clerk of record says they're for." She held up a manila folder. "I was the clerk of record when you were in short pants, and I still know the bylaws better than you."
