Chapter 17: The Archive

I didn't say anything for a moment.

Then I took Seren's inky hand and walked her straight up the aisle to Ilvar.

"Tell him," I said. "Every word."

She told him.

Ilvar listened with his face getting stiller and stiller, the way it did when he was angriest.

"He's right," he said at last. "That's the worst of it. Section nine doesn't care who you married."

"Then section nine has to go."

"A law can only be broken by the council, or by the crown with proof it was wrongly made." He looked at the empty bowl. "We'd need to know where it came from. Who wrote it. Why."

Seren lifted her head.

"The court archive," she said. "Every law ever passed in Starhold has its first copy there. In the hand of whoever wrote it."

"The archive's sealed," said Ilvar. "The Chancellor's office holds the keys."

"The Chancellor's office," Seren said, "and the crown prince's."

He looked at her. Then he took a heavy iron key off his ring and put it in her palm.

"Tonight," he said. "There's a council dinner. He'll be at it for hours. I'll make sure of that."

"How?" I said.

"I'll ask him about the harvest taxes. He loves the harvest taxes."
