Chapter 18: The Hearing
The planning board hearing was set for six, and by five-thirty the council chamber was full.
I had not asked anyone to come.
Pell Street had simply put on its good coats and walked up the hill, three hundred strong, and filled every row.
They stood along the walls, with children on their shoulders.
At the front table sat the five members of the planning board, with a gavel and a pitcher of water.
Eugene sat at the applicant's table in a blue suit, with two lawyers and a model of the tower under a glass dome.
He did not look at the room.
He looked at me, and he smiled.
The chair opened the session and asked who wished to speak in favor of the permit.
Eugene's lawyer spoke at length about jobs and tax revenue.
Nobody clapped, and three hundred people sat without a sound.
"Public comment," the chair said at last. "Two minutes each."
The first person to walk to the microphone was the dock widow.
