Chapter 29: What Stopped
The ring of salt stayed on the Tampa plaza after the Quiet walked into the bay.
On Sunday morning, March 21, I stood at the edge of it with three kinds of bullets.
The circle was thirty feet across.
The air above it was still.
A paper cup that someone had left on the ring lay on its side and did not roll in the wind.
Baptiste had flown up with six agents and a crate.
Joelle stood beside me, and Crandall had driven four hours in his own truck with the bylaws binder on the passenger seat.
I had a Taurus, a rifle borrowed from an agent and a plan.
I needed to know what could cross the line.
Baptiste's agent went first.
He fired an armor-piercing round from a federal rifle.
It had no name on it.
The round left the barrel with a flat crack I could hear, and at the edge of the ring the sound stopped.
The bullet hung in the air, a foot inside the line, turning slowly, and it did not fall.
"Unsigned," I said. "Next."
I thought the word Authorize at my Taurus.
The Registry's room in my head was dead inside that circle, but I stood on the edge, one foot out, and the window still opened.
[Signed. Round authorized.]
I fired.
My round went over the salt and stopped beside the first, two bullets in the air, a foot apart.
The same thing happened to a Warrant, which cost me five Authority and stopped at the line too.
"It isn't a seal," I said. "It's a rule. Every bullet that comes from the outside stops."
