Chapter 19: The Open Court

All of Atalis crowded into the Great Hall of the Moon Court, and it still wasn't enough room.

The packs stood in their colours along the walls, with the nine elders in front of them.

Lords sat on the benches, and the omegas of the Omega Hall stood at the back in plain grey, every one of them staring at Lucas.

The King sat on the high seat with a blanket over his knees and his eyes wide open.

Melinda waited below the dais in white silk, with her honey hair pinned up and the iron key at her throat.

She was smiling when Lucas came in, between three Primes, with a bronze tube in his hands.

"My brother has run away from his inquiry," she said clearly. "And he has returned with a story."

"I've returned with a roll of paper," said Lucas. "You can have the story afterwards."

He walked up the length of the hall and held the tube out to the King.

The old alpha took it in both hands, and for the first time anyone could remember, his hands were trembling.

He broke the dry wax, drew out the Charter and unrolled it on his knees.

"Read it," he said, in a cracked voice. "Read it aloud, child."

Lucas read it.

The Hall listened to the words of the first Seat, the three seals of the first three Primes, and the promise that no lord would ever stand over his alphas.

When he finished, nobody moved.

Troy, Felix and Julius were on their knees on the cold floor.

They had gone down without being told, one after another, and none of them looked up.

A low sound went through the Hall.

"Fifty years ago," the King said, "the lords of my father's court laid Article Nine before me. I was nineteen."

"They told me the cradle room was a storeroom full of old women's tales. They said the law would protect omegas, and keep the peace."

"I signed. I have not slept well since."

His rheumy eyes turned to Melinda.

"My lady came to me with a writ, and I gave her my seal, because I wished to see what she would do with it."

"Your Majesty," said Melinda, and her voice did not tremble, "my brother has bewitched you as he bewitched the Primes."
