Chapter 19: Her Terms

"I will not reject him," I said.

The hall breathed out all at once, and then it went silent again.

Halvard's mouth fell open.

"You can't mean that."

"I mean every word. I'm not finished."

I turned to the Council table and held the cloak closed at my throat.

"Dain Marrick signed the order that took me out of my father's house. I will never forget that, and I will not pretend it is small."

I heard Dain breathe in behind me.

"He lied to me for days about it. He broke his word to me in a yard full of people."

"Then why," said the Alpha on the left, "should the Council let him keep the Crown?"

"It shouldn't let him keep it for free."

I faced Dain.

"These are my terms," I said. "You can say no to any of them."

"I won't."

"Listen first."

His jaw closed.

"The Hollowmere land goes back to Hollowmere. The river, the north hill, the iron seam. Signed and sealed before this Council, today, in my name."

"Yes."

"The three who came out of the kennels, and I, and every Hollowmere child still living, are named in the Crown's own registry as Hollowmere's, and paid for every year they were sold."

"Yes."

"And no Alpha King signs a sealed order again until the names are read aloud to the Council first. Every name. Every time."

I looked at the five of them.

"That part is for you, Elder, not him. Put it in your law."

The eldest nodded slowly.
