Chapter 32: The Open Gate
I went down the ladder in the white dress with Brand's shirt over it.
Four councillors stood at the bottom in borrowed coats, with dust on their shoes.
The one who'd walked out first. The one who'd looked at his hands. Two I didn't know.
"Mrs. Tarrant," the first one said. "Haven is empty. The hollows went through it and moved on."
"The core's dead. Half the city's standing. People want to go home."
"Nobody else can build it," the second one said. "You know that."
I looked at them for a long time.
Brand stood behind me on the ladder and didn't say a word. He didn't have to.
"I'll build it," I said.
Their shoulders dropped together.
"On three conditions."
"Name them."
"No Registry. No collars. No clocks. Ever."
"Done," the first councillor said.
"The Gate stays open. Both ways. Nobody needs a permit to walk home."
"Done."
"And I don't build Haven a wall," I said. "I build a road."
They looked at each other.
"A dome down the old highway," I said. "Node by node. Thirty miles."
