Chapter 23: The Offering
Saskia's POV
The law took one page.
I wrote it at Conrad's desk with Hazel's good pen, and the ink dried while the Alphas read it over my shoulder.
No she-wolf will be sent to the Lycan King by any pack, in any year, for any reason.
The king will hold no hostage and receive no tribute.
Any Alpha who raises a hand against a girl on the road answers to the nine, and to me.
That was all of it.
"It's short," the grey-bearded Alpha said.
"I wanted it read once and remembered."
The Redmoor Beta had carried the green ledger up from the south in a locked case.
He set it on the table beside the law and opened it to the first page.
"Every name in here was put on the road," he said. "Forty-one of them are in the guard book. The rest are in the ledger as 'not heard.' I wrote them, Luna, with my own pen, and I want it undone."
I looked at the pages.
At the very last entry was my own name, in my own hand, written over Cecily's.
I took up the pen and drew a line through it.
"What are you doing?" Jonas asked.
"I'm not an offering," I said. "I'm a daughter who walked in."
Then I turned back to the first page of the ledger, and I wrote across the top, in letters as big as the page would hold:
These girls were murdered, and the north will not forget them.
Jonas signed first.
He signed with a steady hand, Alpha of Redmoor, and then stepped back.
The woman Alpha signed next, and then the others, one at a time.
When the last name was dry, Conrad took the law and the ledger and walked to the great hearth.
The fire was already high.
He held the ledger over it a moment.
"The ledger," he said, "is not to be burned."
