Chapter 21: The Vote
They held the vote on the moot ground, under the nine stones, in cold bright sun.
Every wolf of Blackmoor over sixteen came up the slope with a river pebble in a closed fist.
The Garland row came too, in clean shirts, with the old woman in the hairnet leading them.
Two clay bowls sat on a flat rock in the center of the ring.
The weaver stood beside them with her hands folded, because the council had made her the counter.
Gwendolen perched on a camp stool with her cane across her knees.
Fergus stood at the edge of the slope as a guest.
He gave me a small salute, and I fought a smile.
"Whoever stands, stands now," the east-range Alpha called.
A heavy grey-haired man came out of the crowd and walked into the ring.
It was the old Beta, Dacia's father, who had lost his place when Eamon's father died.
He had shaved for the occasion, and his hands were not steady.
"I'll stand," he said. "A vote with one name on it is a bow, not a vote."
