Chapter 14: Gideon's Motion Turns

Gideon Wren pointed across the council chamber at Marcus Hale.

'I move that this council open an investigation into the agent who concealed the ownership of this hall,' he said.

The chamber went still.

Alex kept his hands flat on the table in front of him.

He had known Gideon would reach for Marcus the moment the registered-agent record hit the exhibit file.

Gideon did not look at Alex. He looked at the chair.

'He filed the record under a shell company name. He is the registered agent. He knew what he was filing, and he filed it to bury the owner.'

Councilor Chen turned a page in front of her.

'And I move that the pending financial restriction be applied to the non-pack category immediately,' Gideon said. 'The agent's name is cause enough. There is no reason to wait.'

Caspian Wren stood up from the gallery.

He did not ask for the floor. He took it.

'You cannot use a motion whose own account trail is still under review to punish the man who filed the hall's records,' he said. 'That is not procedure. That is a grudge with a gavel.'

Gideon's smile did not move. His hand went to the lapel pin at his chest.

Chen looked up at the chair.

'Can a motion be applied while the account that funded it is still under review?' she asked. 'That is the question in front of us.'
